Some people think that the best way to improve road transport safe is to let the driver test each year. To what extent do you agree or disagree?

Road safety depends on driver competence, but annual testing is a demanding policy that may not address the main causes of accidents. I partly agree that regular assessment can help, especially for high-risk drivers, but yearly tests for everyone are less effective than targeted enforcement, better road design and continuous safety education.
