Extreme poverty, conflict, disease, and natural disasters raise difficult questions about the responsibilities that nations owe beyond their own borders. I believe countries do have a moral obligation to help one another, but foreign aid must be transparent, locally accountable, and designed to reach the poor rather than enrich intermediaries.
