A prison sentence is often assumed to mark the end of criminal behaviour, yet in many societies a significant number of former prisoners return to crime after release. This problem is rarely caused by a single moral failure. More often, it reflects a combination of social exclusion, weak rehabilitation, and limited opportunities for reintegration. To reduce reoffending, governments need to treat release from prison not as the end of punishment, but as the beginning of a carefully managed transition back into society.
