Some countries invest more money to make it easier to use bicycles in cities. Why? Is it the best way to solve the transport problem?

As cities search for cleaner and less space-intensive forms of mobility, bicycles have become attractive to governments trying to reduce congestion, pollution and public health costs. Countries invest in cycling because it is cheap, healthy and environmentally efficient, but it is not the best single solution to transport problems unless it is integrated with public transport and safer urban planning.
