Individuals can do nothing to improve the environment. Only governments and large companies can make a difference. To what extent do you agree or disagree with this opinion?

Environmental problems are often so large that individual actions can appear insignificant beside industrial emissions, weak regulation and global supply chains. I disagree that individuals can do nothing, although governments and large companies clearly have the greatest power to produce structural change.
