Governments should make people responsible for looking after their own local environment. To what extent do you agree or disagree?

Local environmental problems such as litter, noise, polluted rivers and neglected green spaces are often caused by everyday behaviour as much as by industrial activity. I agree that governments should make citizens more responsible for their local environment, but this responsibility must be supported by infrastructure, regulation and public education.
