As countries develop, more and more people buy and use their own cars. Do advantages of this trend for individuals outweigh the disadvantages for the environment?

Private car ownership often rises with national development because people associate cars with freedom, convenience and social progress. For individuals the trend brings clear benefits, but I believe the environmental disadvantages outweigh them unless it is accompanied by cleaner vehicles and strong public transport.
